Just a thought, with the new program coming in you are probably better off waiting and buying the new books. I think it is just one big binder with everything (like the western book), but I am not 100% on this.

There are levels 1-10 but level 9 is Coach 1 and level 10 is Coach 2, so in effect it is yes, 8 Rider levels, but 10 levels. If that makes sense lol
I don't know when it starts for sure, some barns in NS (and other provinces?) have already begun to implement it.
