Oh she WAS safe, other than the haltering problem.
She scratches with her hind hoof, and has gotten the "O" ring of her halter stuck in between her hoof and her shoe before. Back when she was at EM, and scott cut it off, so her having a halter on at night.....
There were other reasons for the move aswell though, not just that, I had a breakaway halter so I wouldn't have to worry as much about her.
